In the aftermath of World War II, Malaya enters into an era that appears peaceful but the rot is from within. Evil no longer hides in dark alleyways - it is shielded by bureaucracy, by hierarchy and by money. Meor Abdul Rahman serves as a CID officer in the British Police Force. From within the force, he uncovers a network of corruption led by Malcom, a high-ranking police officer who manipulates the law for personal gain. On the streets, the power is exercised by Lee Khoon, a gangster leader who dominates gambling, violence and opium smuggling with police protection.
